Deputy Town Clerk / Responsible Financial Officer

Full time, permanent basis.  SCP 48 – 51, starting at SCP 48 - £43,737 per annum.

Seaford is a coastal town, charmingly situated in between the sea and the National Park, in the midst of various improvements and developments, with Seaford Town Council at the forefront driving these changes. Due to the continued growth of the Town Council, it is now looking for a full time Deputy Town Clerk who will also take on the Responsible Financial Officer duties.

The Town Council has many exciting projects in the pipeline for the town and is currently well underway with major improvements to Seaford’s central recreational ground, The Salts, and its iconic seafront, including introducing new beach huts, concessions and toilet facilities. In addition to the existing and new projects the Council owns and runs the Seaford Head Golf Course and nestled beside the course on the clifftop overlooking the bay, The View bar, restaurant and function venue.

The Town Council consists of 20 councillors, with the current term due to end in May 2019. There are 24 permanent members of staff across the Council’s three main sites, plus additional casual workers at The View. As Deputy Town Clerk/RFO, you would be Head of Service for the Council’s Corporate Management service, which includes the Finance, Human Resources, Democratic Services, Civic, Planning and office administration functions. You would be responsible for five members of staff, including three direct reports, and deputise for the Town Clerk in their absence, including taking on Proper Officer duties and line management of the other Heads of Service.

The role is very much dual-hatted, with the Deputy duties and those as the Council’s RFO. The two-strong finance team have good processes in place to manage the day-to-day finances of the Council but an RFO is being sought to drive forward the financial strategies of the Council, ensure good fiscal governance is present for all Council activities and project plans, authorising processes as per Council Financial Regulations and other policies, and other strategical financial tasks.

Do you have a strong Local Government background? Do you have a Level 4 CIPFA qualification (or equivalent) or a least three years RFO experience? Do you have the drive to help the Town Council strive to meet its aims and objectives? Do you have the leadership qualities to achieve this with your team?
