Toilet Cleaning Contract

Seaford Town Council (STC or henceforth ‘the Council’) are seeking a cleaning contractor to deliver a high-quality, reliable cleaning service across its public toilet facilities. These include the eco toilets at South Hill Barn, the facilities at Seaford Head Golf Course and the toilet blocks located at the Martello, The Salts Recreational Ground, South Street and the Changing Places Toilets (CPT). Seaford is a vibrant coastal town in East Sussex, serving a resident population of approximately 23,000 and welcoming a significant number of visitors throughout the year. Maintaining clean, safe, and well-presented public conveniences is an important part of supporting both the local community and the town’s wider visitor economy.

Contract Term:

  • Initial Term: Three (3) years from the Start Date.
  • Extension Option: The Council may, at its sole discretion, extend the Contract for a further period of up to two (2) years. Satisfactory performance is a prerequisite for any extension but does not oblige the Council to grant one.
  • Performance Criteria for Extension:
    • Compliance with Key Performance Indicators (KPIs)
    • Audit reports
    • Issue resolution records

Q1. Can we arrange a site visit?

A1. The toilets in this contract are public, so you are able to visit them at your convenience anytime during the day.

Q2. Can you clarify at this stage if there is any TUPE information available for the existing staff currently working on the assignment?

A2. There are no employees currently assigned to this contract, and therefore TUPE does not apply in this instance.

Q4.  Are the cleaning durations listed in Appendix B intended as guidance or are they expected to represent the approximate time required per cleaning visit?

A4. The cleaning durations listed in Appendix B are intended to represent the approximate time typically required to complete each cleaning visit based on the facilities and expected tasks. These timings are provided as guidance to support bidders in understanding the anticipated scope of work and in preparing their pricing and staffing arrangements.

Q5.  Could you please confirm whether consumables such as toilet tissue, hand soap, hand sanitiser etc., will be supplied by the Council or whether the contractor is expected to provide these as part of the contract?

A5. As per Section 3 – Scope of Service, the contractor is responsible for the supply and replenishment of consumables as part of the contract. This includes, but is not limited to, toilet tissue, hand soap, hand sanitiser and sawdust (site dependent). However, the Council reserves the right, at its discretion, to supply consumables directly where it is considered more cost-effective to do so. In such cases, the items will be provided on site for the contractor to use as part of the service.

Q6.  Please confirm whether the contractor is expected to supply all cleaning chemicals and cleaning materials required to deliver the service.

A6. As per Section 3 – Scope of Service, the contractor shall provide all labour, cleaning materials, chemicals, PPE and any other equipment necessary to meet and exceed the required standards.

Q7.  Please confirm whether the contractor is responsible for removing waste from the facilities or whether waste collection is managed separately by the Council

A7. As per Section 4.1 Daily Cleaning Duties – the Contractor shall empty all waste bins provided by STC (currently at Seaford Head Golf Course only). Bin type and location will be confirmed at mobilisation.

Q8. Is there any storage space available at the toilet locations for cleaning equipment and materials, or should the contractor assume all equipment must be transported between sites?

A8. There are minimal storage areas available at each site.

Q9.  Please confirm whether the contractor is responsible for unlocking and locking the facilities each da y and whether the opening times listed in the specification are fixed.

A9. As per Section 4.5 Locking, Unlocking and Key Management – the contractor shall be responsible for locking and unlocking the toilets, detailed as per Appendix B, seven (7) days per week. The unlocking times in the spec are the latest we would like them open by, and the locking times are the earliest they should be locked by.

Q10.  Can you supply quantities for the consumables so that we can factor the amount into the annual cost?

A10. A rough estimate for the annual consumables cost would be £2,619.37. Please note that this figure is indicative only and may vary.

Q11.  What are the opening times for Seaford Golf Club?

A11. Seaford Head Golf Club is generally open daily from 7am-5pm, 364 days a year; but we encourage contractors to complete work during the quiet periods in the evening, and contractors will have their own access to the building.

Q12.  Could you please clarify what is meant by there being no employees assigned to the contract. Specifically, could you confirm whether the service is currently being delivered directly by Seaford Town Council or by an external contractor.

A12. The service is currently being delivered by an external contractor. However, there are no staff for transfer under TUPE as part of this tender opportunity. Bidders should therefore proceed on the basis that no employee transfer will take place under the current arrangements.
