The Community Infrastructure Levy (CIL) is a planning based charge, introduced by the Planning Act 2008 as a tool for local authorities to help deliver infrastructure to support development in their area. It can be used to help pay for a wide range of infrastructure required to support new development.
Lewes District Council implemented its CIL charging schedule with all relevant permitted developments chargeable for those areas of the district that lie outside the South Downs National Park Authority from 1st December 2015.
CIL can be charged on most new developments which creates net additional floor space of 100sqm or more or creates a new dwelling.
A proportion of the CIL Income will be passed directly to the Local Parish or Town Council (25% where there is a Neighbourhood Plan, or 15% where there is no Neighbourhood Plan).
Seaford Town Council receives its CIL allocation (25%) from Lewes District Council twice a year.
These funds must be used to support the provision, improvement, replacement, operation or maintenance of infrastructure, or to address the demands placed on the area as a result of development.
Each year, the Town Council is required to report to Lewes District Council on how much CIL has been received and how it has been spent. This information is submitted using a standard reporting form provided by LDC.
In the interest of transparency, Seaford Town Council also publishes its annual CIL income and expenditure information here. This sets out:
• the amount of CIL received during the year
• how CIL funds have been spent or allocated
• any CIL balances carried forward
